The Commonwealth of Lorc’h is a nation in free association with the Kingdom of Vistaria. This means that Lorc’h is a self-governing nation, not a constituent nation.
The Kora of Vistaria also serves as the Kora of Lorc’h.
Law
The Commonwealth of Lorc’h has its own Constitution and laws, and is not subject to the Constitution of the Kingdom or Royal Orders.
The Royal Court has jurisdiction in Lorc’h and can hear cases relating to Lorchese law. The Royal Vistarian Police may also operate in Lorc’h.
Foreign affairs
The Kingdom engages in foreign affairs on behalf of the Lorchese Government, though Lorc’h has the right and ability to engage in diplomacy in its own right.
Emergencies
The Kingdom can declare a state of emergency in Lorc’h where national security, constitutional order or public safety is threatened.
Where this happens, the Kora can:
- direct security and defence operations
- issue emergency regulations
- assume temporary administrative authority where necessary.
The Lorchese legislature, the Davarage, can override states of emergency.
